Ana Mar Fernández Pasarín
Director
Ana Mar Fernández Pasarín is Associate Professor in Politics and Public Administration and Jean Monnet Chair in European Policies at the UAB (Autonomous University of Barcelona). Between 2009 and 2015, she was the vice-dean for economic affairs (Faculty of Political Science and Sociology, UAB) and between 2016 and 2018, the coordinator of the Political Science Unit of the UAB. She is the scientific coordinator of the EUGOV Consolidated Research Group and the principal investigator of the EUDEL Project: ‘Delegation in the Post-Lisbon Era: a quantitative analysis of comitology’ (UAB/EUI) funded by the Spanish Ministry of Economy and Competitiveness (2018-2021). Her main research areas are European institutional dynamics and policies, with specific reference to the EU presidential system and comitology procedures.
Nuria Font Borrás
Senior Research Fellow
Nuria Font (PhD, UAB) is an Associate Professor of political science at the Universitat Autònoma de Barcelona, where she teaches undergraduate and postgraduate courses on EU institutions and politics. She has been a visiting researcher at the European University Institute in Florence, the University of California at Berkeley, the University of California at San Diego, the University of Chicago and the University of Illinois at Urbana-Champaign. She currently investigates EU decision-making, democratic accountability and transparency in EU policy-making, and the formulation and implementation of EU climate policy. She has published articles at the Journal of European Public Policy, Journal of Common Market Studies, Government & Opposition, International Review of Administrative Sciences, Administration & Society, Parliamentary Affairs, Environmental Politics, and Ecology & Society, among others. She’s willing to supervise PhD dissertations on related topics.
Javier Arregui
BACES Director and JMC EUGov Coordinator
He is currently a Full Professor in the Department of Political and Social Sciences at the Pompeu Fabra University with the profile of Political Science (European Politics). As a Professor, he has broad experience in teaching and researching on European Union politics, comparative politics and public policy. He has been awarded the Jean Monnet Chair in EU Governance three times (2016-2018, 2018-2021 and 2021-2024).
He received his PhD in Political Sciences from the Interuniversity Center for Social Science, Theory and Methodology (ICS) at the University of Groningen (The Netherlands). Among other appointments, he has been a Research Fellow at ICS (1999-2004) and researcher at Centro de Investigaciones Sociológicas (CIS) – Madrid (1998-1999).
Ixchel Pérez-Durán
Associate Professor
Ixchel Pérez-Durán is Associate Professor in Public Administration and Policy at the Autonomous University of Barcelona (UAB). Her research interests include governance, accountability, regulation, trust, transparency, European Union institutions. She obtained her PhD in Political and Social Sciences from Pompeu Fabra University in December 2013, with European Doctorate Mention. Prior to joining the UAB, she was a Juan de la Cierva postdoctoral research fellow at the Institut Barcelona d’Estudis Internacionals (IBEI). She has also been a visiting researcher at the Utrecht University School of Governance, Leiden University, the University of Antwerp, the European University Institute, and the Copenhagen Business School. Her research has been published in various journals, including the Journal of European Public Policy, Regulation & Governance, West European Politics, JCMS: Journal of Common market Studies, the European Political Science Review, the Journal of European Integration, Comparative European Journal, Bulletin of Latin American Research, and the International Review of Administrative Sciences.
Yannis Karagiannis (external collaborator)

Yannis Karagiannis is Associate Professor at the Institut Barcelona d’Estudis Internacionals (IBEI), where he is also the convener of the research cluster on Globalization and Public Policy, and the coordinator of the Master’s in Public Policy. Previously he worked at the Robert Schuman Centre for Advanced Studies (Florence, Italy), the University of Exeter (UK), the Institute for Advanced Studies (Viena, Austria), and ESADE (Barcelona, Spain). His research interests include (a) the politics of competition policy and market liberalization; (b) the theory of incentives applied to public policy, political science, and international relations; (c) processes of Europeanization and of international policy diffusion; and (d) the relationship between intellectuals and nationalism. His research has appeared in European Union Politcs, the Journal of Common Market Studies, the Journal of European Public Policy, the Review of International Organizations, the European Political Science Review, etc.

Chercheur associé au CEVIPOF de SciencesPo Paris (1985-1986). He is specialized in political communication, analysis of electoral campaigns and electoral behaviour. He is a member: of the CIS Advisory Council; the REIS Editorial Board; the Political Communication Association (ACOP); the Spanish Association of Political Science and Administration (AECPA); individual patron of the Center for International Studies and Documentation of Barcelona (CIDOB) and of the Rafael Campalans Foundation.
He has been communication advisor to Minister Josep Borrell, at the Ministry of Foreign Affairs (2018-2019); councilor of the PSC of the Barcelona City Council (2011-2015); director of the Center d’Estudis d’Opinió (CEO) of the Generalitat de Catalunya (2005-2011); director of the Rafael Campalans Foundation (1996-2004); academic secretary of the ICPS (1988-2004); advisor to the Mayor of Barcelona Joan Clos (1996-2000) and Cycling press director at the Barcelona 1992 Olympic Games.
Andrea Lanaia

Andrea Lanaia (PhD) is a Post-doctoral research fellow at the Universitat Autònoma de Barcelona (UAB). His main areas of expertise are energy and climate change policies. His doctoral thesis was on the implementation of EU energy and climate policies in Spain.
Colleen Boland
Postdoctoral Researcher
Dr. Boland is postdoctoral researcher at Radboud University’s Centre for Migration Law, where her principal research line as part of the Radboud University Network on Migrant Inclusion (RUNOMI) is examining labor integration and digitalization in Europe from a gender and intersectional perspective (primarily in Spain and the Netherlands). Previously, at the Autonomous University of Barcelona, she interim coordinated the EU Horizon2020 ITFLOWS (IT Tools and Methods for Managing Migration Flows) project, in addition to research duties relating to mixed migration flows to Europe since the start of the project. She also coordinated «Gendered crimmigration discourse and practices: Catalan case and multilevel governance potential» funded by the Institut Català Internacional per la Pau, and engaged in the project, «Crimmigration in Europe: Compounded Dilution of Asylum-seekers’ and Women’s Human Rights» as a 2021-2022 reconstitution Fellow (a Forum Transregionale Studien and Democracy Reporting International program funded by Stiftung Mercator). Earlier research addressed identity construction among youth of migrant origin, as well as aspirational outcomes and experiences of discrimination, with a particular focus on European Muslim youth. Current research interests include EU refugee and migration flows and integration within broader international migration studies and diversity management.
Cristina Ares Castro-Conde (external collaborator)
Associate Professor
Associate Professor of Political Science and Public Administration at the University of Santiago de Compostela. She holds a PhD in Political Science and Public Administration, and a master’s degree in European Political and Administrative Studies from the College of Europe in Bruges. She has completed her training at other academic institutions, such as the WZB Berlin Social Science Center, the Hertie School (Jacques Delors Centre) and the Center for the Study of Europe at Boston University.
Andrea Noferini
Teaching staff
Andrea Noferini is an Italian researcher living and working in Barcelona since 2003. He holds a PhD in Economics from the Universitá degli Studi di Firenze and a MA in Political Science from the Universitat Pompeu Fabra. He is a professor at the Department of Political Science at the Universitat Pompeu Fabra and collaborates with the CEI, International Affairs, where he is responsible for the preparation to the diplomatic career in the Spanish Ministry of Foreign Affairs. Since 2012, he has also been an affiliated professor at IBEI, where he teaches courses on the European Union and public policies.
His research interests focus on public policies, with a particular emphasis on multilevel governance in the context of EU policy-making and transnational governance. Some of his recent research analyses territorial cooperation (macro and euroregions), cohesion policy, development cooperation, international relations, sustainability and the implementation of the 2030 Agenda. He has participated in several projects for different organisations such as the United Nations Development Programme, the European Commission, the Spanish Agency for Cooperation and Development, as well as public administrations at national, regional and local levels.
Joan Miró Artigas
Assistant Professor
Joan Miró is an Assistant Professor in EU Politics & Policy at Pompeu Fabra University. He received his PhD in Political Science from the Autonomous University of Barcelona (UAB) in 2019. He was previously postdoctoral researcher at Milan University and Institut Barcelona d’Estudis Internacionals (IBEI). His research interests lie in European integration, particularly the socioeconomic governance of the EMU, social policy, and international political economy, particularly in relation to globalisation and state transformations. He has published in international journals, such as Socio-Economic Review, West European Politics, Global Society, Review of International Political Economy, Policy Studies or Journal of European Integration.
Marie-Térèse Wilhelm
PhD candidate
Marie-Thérése is a PhD candidate in the Political and Social Sciences Department at UPF, focusing on the implementation of European environmental legislation. She holds two BA degrees in Political Theory & Constitutional Democracy and French, with minor degree in Philosophy from James Madison College at Michigan State University. Marie-Thérèse obtained her Master’s degree in European and International Relations from Centre International de Formation Européen. She has studied in the United States, France, England, Germany, and the Netherlands. Marie-Thérèse has also worked with the United Nations Population Fund (UNFPA) in the Policies and Standards Branch as an Individual Consultant, and holds the qualification of Policy Officer in European and International Organizations recognized by the French state (level 7 of the European Qualifications Framework).
Nicolas Bicchi
PhD candidate
Nicolas Bicchi is a PhD student in the department of political & social sciences of the Pompeu Fabra University in Barcelona, under the supervision of Prof. Javier Arregui. His main research areas are legislative bargaining and elite behaviour in the European Union’s institutions and the effect of automation on the European political landscape. He holds a BA in Journalism from the University of Leeds and a Research Master’s in International Relations from the Barcelona Institute of International Studies (IBEI).
Daniel Navarro
Chair Assistant
Daniel Navarro holds an MA in European Integration Studies from the Autonomous University of Barcelona (UAB) and a degree in Law from the University of Girona. His MA final thesis focused on citizenship by investment schemes in the European Union. Between 2021 and 2022, Daniel did an internship at the European Documentation Centre and joined the Jean Monnet Chair of European Policies of the UAB as a chair assistant. In 2023, he started working for the Barcelona Center for European Studies (BACES) as a research assistant.
